formating c drive

They same way as if you can get into the command prompt. You can't format a drive being used. Therefore you can't format C while XP is running. Boot from the CD and use setup to format the drive.
 
Greetings

The Windows XP CD is bootable and contains all the tools necessary to
partition and format your drive. Follow this procedure and allow Windows XP
to partition and format your drive:

1. Open your BIOS and set your CD Drive as the first bootable device.
2. Insert your Windows XP CD in the CD Drive and reboot your omputer.
3. You'll see a message to boot to the CD....follow the instructions.
4. The setup menu will appear and you should elect to delete the existing
Windows partitions, then create a new partition, then format the primary
partition (preferably NTFS) and proceed to install Windows XP.

5. Clean Install Windows XP

6. After installing Windows XP, be sure and visit the support website of
the manufacturer of the computer to download and install any available
Windows XP compatible drivers, such as video adapter and audio drivers.
 
I will give you the none technical explanation of what you ask.

Windows will not format itself this would be committing suicide, it will get
sick, go missing, be stubborn, refuse to talk or listen to you but will not
commit suicide. If you want to kill it then you have to make a bootable
disk which has a format or fdisk program on it.

Be warned this is murder and windows will not breath again, you will loose
everything you have on your disk so save those precious memories as a
backup.

But all is not lost, you can start a new and better life all over again with
a clean install.
