In addition to format marks, does the format program write 1's & 0's
over the entire hard drive in order to determine that all sectors
are OK? Or better yet, can someone point me to a good description of
what Format.exe actually does. It will be greatly appreciated!

This might be a good starting point

Start > Run > %systemroot%\hh.exe
Ms-its:%systemroot%\help\ntcmds.chm::/format.htm
 
you can Google for an
explanation of "formatting" or
search for it at Microsoft.com

fyi: safe formats does not erase
the data, for those "just in case"
scenarios.
