Format Unlocked Protected Cells

I have an excel 2000 workbook that has protected sheets. I want users to be able to change the font to bold for when they have changed information in an unlocked cell. I looked at AllowFormattingCells=True but I think that only works in newer versions of Excel.

HELP!
