Format hits entire doc, not just selection

Whenever I select a portion of text and format it (say, bullet point), the
formatting is applying to the entire document, not just the text I selected.
f I then Undo, it leaves the formatting on the selection and takes it away
from the entire doc. This is a fix, but a pretty awkward one. Please help!
