format facility missing

I seem to recall that in the explorer when clicking file there was a option
that said format. Now that I would like to format a cd I notice its no
longer there. Is there a way of getting it back.

I doubt it - I don't think even Miicrosoft would leave a dangerous
option like that lying around in a pull down menu.

If you're thinking about formatting a CD (a RW one, of course ....),
then I suggest you saw that option in the CD burning software
installed on your machine.
 
My pc was made for me about 4 years ago. The person who made it is no longer
available to answer questions about it.
I receive the messages that say that my Windows XP Pro is a pirated version.

Which explains probably why that person is no longer around.

Yes, more than likely you will have to buy a fully licenced version.
Note that you did not "buy" the software - you simply paid for a
licence to use the software. And in your case, unfortunately that
person didn't have a genuine Microsoft licence to sell you.

Caveat emptor, I'm afraid ... you and thousands of others all over the
world.
