Format CD-R option

If I have a bare XP SP2 system, with a CD-R drive installed and no 3rd party
writing software installed should there be a FORMAT option on the Right
Click menu?

I do have the "Write these files to CD" option but no format. I'm not sure
if this is by design or if there is something messed up with my system.

No, since you can't format a CD-R (read only) disk. The "formatting" is automatically done as part of burning process. To actually "format" a CD, you need a CD-RW drive and CD-RW media.

XP's native burning software uses the ISO/Joliet format which is common to
the format used by software like Nero, Roxio or NTI. Another format often
referred to as "packet writing" or UDF is found when using programs like
InCD or Drag To Disc. Packet writing software will require CD-RW discs to be
preformatted. The resulting "formatted CD-RW then behaves much like a giant
floppy.
