you need to enter your system bios (usually by pressing F2 or delete when
the computer starts.)
if you look around in the bios you will find a method of selecting the boot
device priority which is usually floppy drive by default. change it to cd
rom as the first boot device and save and exit set-up.
then look for a message on start up which says 'press any key to boot from
cd rom'

I am definitely not an expert, but I do run a high
school computer lab where I am learning a lot. I got on
the Internet and searched for 'how to format a hard
drive' picked instructions that sounded like I could
follow them and just did it. Make sure you have all the
software that goes to your computer (such as drivers,
etc.). That makes things a lot easier!!!
