format and reinstall

I am using Toshiba laptop. I would like to format my computer and reinstall
window XP home.

Good. Go for it.

Boot it with your WIndows XP CD - follow through the setup - remove the old
partitions and create new ones, install the OS - turn on your firewall,
connect to the Internet - get all the hardware driver updates and patches
for XP and then install your Antivirus and other applications.

Or - maybe Toshiba gave you a restoration CD? Partition?
What does your manual say?
