when a user submits a form, is there any way to have an
email auto respond to them? example: person fills out
form for survey. Email is automatically sent to them
saying "thanks for filling out survey"

You need to contact your host to see if your account has access to an autoresponder.

Your host would have to set up an autoresponder for you in the mail server.
You'll need to check with them.

Yes you can have a confirmation mail sent to a user that completes a form, but this will require scripting

If you just want to confirm the form was completed successfully, the easier solution would be to create a confirmation page that a user is redirected to after completeing the form

In FrontPage this is easy

1- Create a confirmation pag
2- Open the page where your form reside
3- Right click the form > Select Form Properties > Select Options > Click the Confirmation Page > enter the url of the page (for example confirm.htm
4- Click OK and publish it to the web (If working locally
5- Test the form to make sure everything is OK

I do have autoresponders, how would i set up my form so
when they submit it, it sends out the email?

You would create email address for sending the email from the form to with the autoresponder
function, however you would have to read the instructions or contact your host for the autoresponder
for configuring it.
