form field options unusable in quick tool bar

Hi all,
I am new to this. Running word 07 on vista. I found how to put "form field
options" in my quick access tool bar. Its there, but is grey and unusable.
Any help greatly appreciated.
 
In order to use this tool you need to have inserted and selected a legacy
form field from the developer tab. But if you have done that the button
becomes superfluous as double clicking the field will pop up the dialog.
