form edit mode

I'm design a word document that uses option buttons.
I cann't lock the forms as we do not wish to use the form
fields.

however, the form design mode is on everytime someone
opens the document, is there a way to check it so it's off
unless the user wants it on?
 
ActiveX controls are not compatible with protected forms.
