foreign accents in emails

I send myself or a friend an email with Maltese accents in it but the
accents are gone when the email arrives. The same in newsgroups. Examples:
c (c with a dot above); g (g with a dot above) and z (z with a dot above).
When I read this in a newsgroup or in an email, the dots are gone.

Even in my "sent items" folder the dots are gone.
