is there a method to ensure that if a domain is unavaliable that the user
will not long on. but also allow them to log on locally if they set the
domain to the local computer.

I think you are mixing apples and oranges from your description here. You
cannot mix a local account with a domain account.
 
i apologise i was unclear.

my first issue is that if domain users dont connect to the network they get
a local default profile instead. i wish them not to be able to log on if
there is no domain avaliable.

however. they also need to be able to log on locally, if they change the
domain to be the local computer.

this is so that when the laptops are at home they can log on, but when at
work they must use proper profile if they attempt to log on to the domain
(although they can still use the local account instead, but then they arent
trying to log on to the domain)
