force report detail section to 6 lines with or without data

I have an unknown number of detail records to report. Each report page is to
contain exactly six detail records (either real or blank) so that the report
form holds true.
 
What constitutes a blank record? Are they numbered 1-6? Should there be some
extra labels or lines?
