Force a refresh?

Is there a way to force a refresh every time the user
views a page, regardless of how they have "Check for
newer versions of stored pages" set in IE?

Try placing a content expires meta tag in the head section of the page with a date in the past:

<META HTTP-EQUIV="EXPIRES" CONTENT="Mon, 22 Jul 2002 11:12:01 GMT">,
