Yes and no. Let's say you have 20 footnotes on a page. It is
possible to create, say, 2 columns of 10 footnotes each. But
Word will still reserve at least 20 lines of space at the bottom
of the page for the 20 footnotes, so you will end up with an
10-line blank area at the bottom of the page below the 2 columns
of footnotes. And it would take a bunch of manual formatting to
get the 20 footnotes into 2 columns. All in all, it's generally
not worth the effort.
