Footnote formatting

Hi, does anyone know how to format footnotes like in this article--

http://www.law.usyd.edu.au/slr/slr29_4/Kinley.pdf

i.e. with

* Hanging indents
* Left and right justification
* Right-aligned numbers, e.g.

x8
x9
10

where x is a space.

* Longer footnote separator

I'm using Word 2002.
