The "10 point" refers to the approximate height of the capital letters
(there are 12 points per inch). The "12 point" refers to the distance
between successive baselines. So in this case there would be 2 points of
space between the bottom of one line and the top of any capital letters in
the next line.
This 10 on 12 is approximately what you get when you set the paragraph
formatting to "single line spacing" and set the font size to 10 points (Word
generally adds about 20% of the font size for leading). You can make it more
exact by setting the line spacing in the Format > Paragraph dialog to "At
least" or "Exactly" and entering the leading.
The actual cap height and lower case height ("x height") can vary from one
font to another even though the font size is the same -- this is up to the
font designer. This means that some fonts look looser or more open than
others at the same size.
