When I use a 12 font in a business card, it prints in 16 font. What am I
doing incorrectly?

I can only press "Print" in the "Envelope and Label" dialog box;
there isn't any option to change the size either by font size or
percentage.

Clicking the Print button often (i.e., in many of the places it's
offered) bypasses the Print dialog and sends the file directly to the
printer without giving you the opportunity to make any adjustments at
all. This is a Bad Thing.

The default settings for envelopes are configured in the Envelope Address
paragraph style of the current template. For labels it's the normal style
that is used.
