Folders return after delete

I have deleted a couple of folders off of my machine from the C:\Program
Files directory.

The were xerox and another one caled Frontpage.

These are applications I have never installed on the machine. I don't need
the folders in place and they are empty.

Even though I delete them in Administrator mode in Safe Mode they return
when I sign in as my user name.

Whilst it is not a major problem it is rather annoying. Is there any way of
ensuring the folders do not return?

Those are normal system files part of a normal Windows XP
installation.
Because they are system files, they are protected and should not be
deleted.
 
Thanks for your reply Jupiter. Seems rather annoying to have folders that
are not actually supporting any software I am using.

If I had a xerox printer or had Frontpage installed I wouldn't mind. It just
clutters the directory structure having folders that don't need to be there.

But I guess I am being to picky.

I understand your point and their existence seems strange, but that is
the way it is.
Just ignore them since they take no space.
