I would like to have the common tasks display in the
narrow margin to the left of the folders when opened but
they are not there. When I try to reset the Folder Views
option it doesn't "stick". Is there something I am
missing that prevents this view? Thanks.

Have only ONE explorer window open when setting it up the way you want all
of your windows to look. Once you have changed the options accordingly, go
to TOOLS -> Folder Options -> View tab.. Apply to ALL Folders..

Close the one explorer window and then open a new one.. Did that work?

Folder Options> General> Mark the box next to "Show common tasks in
folders."

TIP: If the button does not already exist, customize your Explorer toolbar
to include the "Folders" button. The button acts as a quick toggle between
tree view and folder view (including the common tasks list if the function
is enabled in Folder Options).
 
Noipe, thats just it the option to show common tasks is
ghosted out and I cannot get it to set back. Wondering
if there was another option checked preventing this?

The task panes can be blocked by disabling common tasks and then
restricting access to folder options in group policies if using XP Pro or
by using a third party addon that imposes restrictions in Pro or Home.
