Folder.htt!! Is it a virus?

hi guys...i have a file folder.htt and desktop.ini in
every folder Which i open in win XP.i wantto ask is it a
virus? well please let me know what it is? and how i can
prevent it from attacking on my Machiene,

oh yeah, its the worst possible type of virus... one that is made by windows
itself.
