When in Windows Explorer, one can right-click on the title bar to make
certain columns visible or not. One of them is the 'Comments' column.
Can this 'comments' column be used for folders, or is it just for files? If
yes, how can one enter comments here?
 
Only files and computers can, as I recall. Directories don't have the
"space" available to plug anything into.
 
You can use the Comments field for any file, so long as you're using the
NTFS file system. You enter comments by right-clicking on the filename
and selecting Properties. The Summary tab has a number of categories for
which you can enter data, one of them being Comments. Anything entered
here will be visible in the Comment column in Windows Explorer, and in the
status bar when the file is selected.

The data you enter in these Summary elements is stored in the file system
rather than in the file itself, so they will not survive if the file is
copied to a non-NTFS system, transferred via FTP or HTTP, or compressed by
zip or a similar program.
