Windows XP installs from the original CD that it comes on.
You will have to go into your bios and have the CD drive
as your first boot drive so that the CD will auto boot.

After it has booted you will be presented with the option
to format your HD, which file system you want to format it
to (FAT32 or NTFS). It will then install windows onto the
drive you selected.

There is no need for a boot disk, this is only required
for win 9x.

Check the following link for a good discussion on clean installing WinXP:

Without knowing why the floppy will not boot (presuming that it is a
bootable floppy and not just an empty disk), you do the format and
reinstall by booting the XP CD direct. Enter Setup, and after the
license agreement take New Install. Then when it asks you to confirm
where, do not just accept installation to the present partition, which
will result in the 'doubling up' you suffered, but hit ESC; select and
delete the current partition and make a new RAW one to be formatted at
the next stage
