How can I take a working Windows 2000 machine an create a
floppy so that if I every need to do a fdisk on the hard
drive I will be able get the system running again?

You mention FDISK, and since this is an old DOS based tool you will need a
diskette with some kind of DOS or Win9x on, for example a Win9x startup
disk.

You don't HAVE to use DOS, though. Just boot from your Win2000 CD. It'll
allow you to delete anything on your hard disk, and - if you prefer - start
a new installation. This is the more modern way of blowing away a current
installation and start fresh.
