where can i find a freeware program that will let me draw up floorplans

CAD programs are usually used for that. The ACF pages list a number of
free ones:

I've used a program called Planix Home for several years. It is version
1 and was freeware. Building supply centres, carpet places etc used to
have it for download on their web sites.

I seem to recall that AutoDesk (AutoCad) bought them out

I still have the program and use it but I don't have the download file.

I seem to recall it was very common on European sites.

Please define "actual floor plan programs" - this structural engineer
doesn't know what that phrase means. ;)

Stuff you learned in the first week of structural engineering. :)

What us "structureless engineers" would use to create a floor plan of
an existing house. Print it out and you can plan furniture on paper.
At least, that's one thing I can think of to use it for.

Kind of CAD-very-light with a lot of hand-holding.

Some time ago (a year or two) there was one on-line that could be used. I've forgotten
whether it required registration or not, but there were limits such as using it for financial
gain. It was on some real estate site. I don't recall the name. I played with it a little
just to see. It was pretty good. I don't know if there's still anything like that, but
probably
there is, somewhere.

FWIW the various "Furnish" programs listed on the ACF pages come with
furniture "wardrobes" (or you can create your own furniture in other
draw/CAD apps). You can try different furniture arrangement within the
programs. Beats doing it on paper. :)

Anyway. . . The OP's request was not very specific - dunno if that's
what's wanted or not.
