Floating toolbars single column in Office 2003

Have just migrated, as Microsoft terms it, to Office 2003 from v2000. Has any
one the faintest notion why toolbars can no longer be floated in a single
column array?

Single row arrays work as expected, but sometimes a single column is more
space-efficient.

Any hacks possible?

I'm having difficult picturing what you mean. I've not noticed any significant
difference with how toolbars work, generally, between these versions. Can you
describe the problem you're seeing in more detail?
