Flash ROM in DOS mode in Win XP home

My purpose is to make my Toshibha
DVD-ROM drive region free, I need to flash-ROM
by loading hex file from Real Dos-Mode in Windows XP home
edition, any inputs to flash it from MS-DOS is highly
appreciated. Because I need to flash it from the
harddrive being in MS-DOS mode, I'm not able to access
harddrive from DOS mode. Once again thanx for your reply
in advance.

R-click on the floppy drive in Windows Explorer and choose Format|Check the
Create an DOS bootdisk box| Press OK
Delete any config.sys or autoexec.bat file on the floppy. Then copy your
flash utility and the ROM file to the floppy. Set your BIOS to boot from the
floppy and go from there. Be aware that any power failure or the wrong
firmware will hose your DVD-ROM.
