Flags problems

HI, I've just started using Outlook 2003. In addition to the standard
flags, I need extra flags for e-mails to remind me to place orders, get
quotes etc. I've managed to create a flags toolbar, put all my flags on it
& give them customised names and images. However, the extra flags (3 more,
making a total of 10) don't show when I right-click on a message to flag it
- I just see the standard coloured flags. Also, when I click on Actions and
select Follow-up and then select one of the extra flags I've made, the
image doesn't show up against the message (I just get nothing or a clear
flag). I'd appreciate some advice on what I'm doing wrong.

If there's no way of making the extra flags actionable, is there any way I
can create some of macro or action that will show a menu of options to
select, from which I can select 'place order' for example?

Lastly, is it possible to have 2 flags for a message?

No, you can only assign one flag to a message.

What extra flags are you talking about? There are six different flags.
No, you can only assign one flag to a message.

The extra flags are the 3 extra ones I created.
 
You reused the colors you mean? No, you cannot edit the rightclick menu to
reflect that.
