flags are greyed out.

I am unable to flag messages for follow-up in outlook 2003. The flag option
is greyed out. Is there any way to repair this? I've already tried detect
and repair and this did not resolve issue.

I have another system with the exact account and the flagging option works
with out any problems. I've tried uninstalling and reinstalling software and
the flag option is still grayed out. Have any suggestions?
