Flag Names

How do I change the names &/or images of my quick Flags?
The method posted by Microsoft is not working. I have
Outlook 2003
 
what method did MS post? Flag names can't be changed, you can create a
custom toolbar and name the flags to help you remember what you are using
the flag colors for.

Thank you Diane. I have created a custom toolbar, but I
have only been able to bring the RED flag into it for
renaming.

I want to create a new (7th, let's say) flag... anyone got information on if
this is possible and if so where I should look?

It's not possible to create new flags.
