Fixing XP Installer

When I try to install in WinXP pro I get a message telling the installer has
been corrupted or I am running in safe mode. I am not in safe mode and I
have found a few items in the KB but the problem persists. I tried to run
the install cleanup utility but it tells me the installer service is not
installed.

Is there anyway to fix this without reinstalling XP?

I have SP 2 installed but something must have killed the installer somehow.
Hopefully I can just run this and get it corrected. I first noticed it when
I was my Excel would not open and I tried to repair Office XP and kept
getting a message that ANOTHER SETUP IS ALREADY RUNNING when nothing was.
Then I tried the cleanup utility and found the installer service errors.
