Fixing lines on the page

I am using Word 2002, and have created a template to look like a
existing form. Everything works fine - except for three vertica
lines. I am trying to fix the position of these(they overlap
variable depth border-less table providing the fixed-size seperator
for the form). No matter what "absolute" position reference I give
to page, margin, or whatevever, when the table gets filled in the line
shift vertically (and independent of each other), sometimes resumin
their original positions after a dozen or so lines have been typed.
am using no-wrap, text in-front or behind . . . I appear to have trie
every combination without success.

Can anyone put me out of my misery?

I'm not sure I understand: you've got lines in fixed positions and yet are
using a variable-depth table? Doesn't that mean that users will be able to
type over the lines if they type enough text into the table? I think you'd
be better advised to make the table row a fixed height and apply a bottom
border.
