fix the duplicate in outlook when you add a fax number. If you add a fax it
will create a duplicate of the contact.

No it doesn't. I suspect that what you see are two addresses in the address
book: one for the mail address and one for the fax number. This is goodness
and is exactly how Outlook should work. If you don't like it, then don't
add a fax number, or modify it so that Outlook can't recognize it as a phone
number by putting "F" or "FAX" in from of it or buy a product that will hide
