if I buy an OEM version of Windows XP from eBay, will I be able to get
updates from Microsoft?

Yes, if it's a legitimate license. Unfortunately, buying from
eBay, there's no way to be sure until you've already spent the money.

if your lucky enough not to get a pirated copy....OEM are assigned to a
specific PC...I'd stay away from that OEM eBay stuff....bunch of bandits
there on that stuff...
 
If you purchase even a stick of ram from a retailer they can sell you an OEM
version legally. I know this cuz I might actually have to go do it on monday
unless I can find a way to put service pack 1a on my alleged "pirated
version"...

"alleged pirated"? It either is or it isn't, surely?

If you got ripped off by a machine builder, which seems common sadly, isn't
it them and not Microsoft who "blows"?

Quite right on the hardware btw, I've seen some places selling the OEM disk
with a power cord. Can't have too many spare power cords!
