first modem connection freezes the taskbar for minutes

when i first connect to the internet via my modem, the
taskbar freezes and modem through-put is suspended. After
about 6 minutes the modem unfreezes and any icons that
have been clicked on along the taskbar during the freeze,
suddenly open. Any ideas
 
i have the very same problem.. someone help us
