I am looking for firewall server for XP. Just for home networking, 4 PCs

i.e. ISA 2006 for Window server.

Firewall server for home networking of 4 PCs is "over-kill." You need
a firewall router (easy and afforable) only. If you need a server to
store you files (movies, MP3 and other files0 a true Windows Server is
expensive. A Windows Server requires a PC to bused to install the
Server version of WIndows and minimum of 5 user licenses (CAL) is the
smallest Windows Server "set up." You should look at Windows Home
Server offerings.

But I like to:
limit the browse web site i.e. msn.com, yahoo.com...,
limit the browse time i.e. 7pm to 9pm

Check your router. You have not specified make / model but there are
several on the market which allows the blocking of web sites and the
connection times.
 
You can usually configure a router to block access, you have to enter the
routers setup, usually via IE.
Their site help pages should show you how
Their are various third party software solutions for limiting access

It only has 'block sites' function, I like to have 'allow sites' function.

You realise that blocking on the router will block all PC's access to other
sites, unless I guess you purchase a real 'heavy' router at vast cost

Very few routers meant for HOME use have built in firewalls. Many
have NAT, and that will help, but it is NOT a firewall.

That's not so much firewalling as content filtering. You can do this on a
per-PC basis with parental control apps like NetNanny or CyberSitter, and
depending on your real context, that may give you much better results.

Often, when people ask to do that kind of thing, it's because there are
children involved. The parental control app publishers have already done
most of the research for you on the sites and content that "should" be
blocked. They can provide pretty good reporting, and for four machines it
will cost you much less than the server you're thinking of.

These do rely on effective Administrator passwords, so you need to keep an
eye on when the Admin account was logged into.

Yes, you are right. This is for my kids.

I have 4 PCs, so I have to setup parental control for each computer. right?
Kids use all 4 PCs.

Set on all PC's, I use Parental Control provided by my F-Secrure Internet
Security software on the PC my grandaughter uses - seems to work pretty well
