How do I permanently shut off WinXP Pro firewall. It keeps comming back on
if I change the network configuration.

Shouldn't the router firewall be enough?

If you have a single computer behind a NAT router, and a properly setup Layered
Defense, your computer should be safe. With more than 1 computer connected, you
should have a firewall on each one.

You shut off Windows Firewall (is this SP2?) from Control Panel - Security
Center. Please don't try stopping the WF / ICS service!
