To the contrary, if you are using third party firewalls such as zone alarm,
norton etc, then you may disable the same from MSconfig->Startup and uncheck
the firewall entries.

As this may have unanticipated side affects, and for many programs will at
best disable the GUI while leaving the underlying services running and
thereby cause tremendous confusion, I suggest that what the original poster
actually does if they have a 3rd party firewall is to consult the help files
or manual that came with it.
Alternatively, they could reply here with details of what product they have
and someone familiar with it will doubtless be able to help them.
