firewall and broadband

I have a broadband connection(128K) .Once in a while the connection
is reset for no apparent reason,and I have to resume the login procedure
all over .I am told my Norton firewall is causing this and that I have to
deactivate it in order to surf the internet.Isn' this somehow paradoxical
?could there be other reasons?

You don't want to go online without a software firewall and certainly
not if you don't have a broadband NAT router. If you have to turn off
the Norton firewall turn on XP's built in firewall before going online.
