Fine tune XP

What is the name of the Microsoft Diagnostic program that lets you review all
services, programs started from the registry, startup group etc and lets you
fine tune a computer that runs too slow?
 
You are actually two describing two individual programs. The 1st,
MSConfig.Exe is the XP facility for customizing Startups. For the
later, you need Tweak-UI for XP which contains a whole group of
customizations. (Essentially Tweak-UI provides a Graphical User
Interface to modify Registry Keys).
