BootVis.asp, which helps find slowdowns in Windows XP startup, is no longer
available from Microsoft. Is there some other place I can find it? Thanks.

Bootvis was actually an executable.
While it had its uses - I find it better to look closely at your startups
(services, msconfig startups, etc) and also look for spyware/adware.
As far as I know - there are few - if any - reliable spots to download it.

Here's your link for Bootvis

However, I hold similar views to Rock. I would:

1. Look at Error / Warning Reports in Event Viewer.
2. Check for malware.
3. Update third party drivers and BIOS.

Further advice available on how to pursue any of these
options available if needed.

Hope this helps.

BootVis.exe Tool for System Manufacturers
Updated: September 19, 2003
http://www.microsoft.com/whdc/system/sysperf/fastboot/default.mspx
Please note that Bootvis.exe is not a tool that will improve
boot/resume performance for end users. Contrary to some published
reports, Bootvis.exe cannot reduce or alter a system's boot or resume
performance. The boot optimization routines invoked by Bootvis.exe are
built into Windows XP. These routines run automatically at
pre-determined times as part of the normal operation of the operating
system.
