How can I ensure Final is the default review view rather than above.

here. But generally, you can't change the default for this. There have
been too many embarassing incidents where documents have been sent out
without the changes having been accepted/rejected. So Microsoft
decided it has to be the default to have these things displayed.
You could create (record) an AutoOpen macro that sets the view you
want. Save it in your Normal.dot template, and it will execute every
time you open a file.
