file won't transfer...blocked connection

Hello all
My problem is...I can't send a file like a picture with Windows Messenger XP. The message I get is after the recipient says yes to the file is" We could not send the file because the connection is blocked. Please contact your local network administrator or internet service provider"
I am not on a network and my internet provider has told me that they are not blocking any type of files. I know other people who can send files like this. Can anyone Please help me.

Filetransfer seems to work fine between messenger 5.0 and
older/equal messenger (!!) versions. But doesnt work
between messenger 5.0 and msn 6.1. I get the same error
you described.
