File Sharing and Security

I am trying to set folder security rights, and the Security tab does not show
up.

I have checked just about every checkbox that relates to file sharing, and I
can not get the tab to display.

I see the tab on every other XP machine I am in contact with.

Any ideas what might be the cause?
 
I have opened up the porperties dialog for the folder in question, and only
see

General | Sharing | Web Sharing | Customize

I appreciate any and all assistance.

Three possibilities come to mind:

1 The drive is not using NTFS. Check My Computer, right click
the drive and look for File System on the General page. Does it
say NTFS or FAT32?

2. It is using NTFS but you haven't disabled Simple File
Sharing. Go to Folder Options, View Page and remove the check
mark next to "Use Simple File Sharing".

3. You're trying to do this on a computer running Windows XP
Home Edition. Home Edition uses Simple File Sharing by default.
The Security tab is only displayed when the system is running
in Safe Mode. Restart, hit the F8 key repeatedly and select
Safe Mode from the menu.
