File name changer utility/tool?

Is there any utility available to change file/folder names longer than 220
characters to a limit of 220 automatically?
 
[[Long Filename Finder is the easiest way to find and shorten filenames that
are too long to be backed up to CD-R (or CD-RW).

Many CD-R mastering programs limit the length of the filenames that can be
stored on the CD-R. In some cases, this length is as short as 62 characters.
Your files can easily have names that exceed the limit, especially for
multimedia files such as MP3 that contain artist, album, title, track number
information. Before backing up to CD-R, you must rename all your files so
that none of the filenames exceed the limit. ]]

220 characters. Is there any utility available to do this bulk change in one
go?

I have never used it, but Total commander has a Multi-rename tool: Allows to
rename multiple files in one step.

Q: How do I rename files?
A: Please follow these steps:
1 Select the files you want to rename
2 Press Shift+F6, or Shift+Click on the RenMov button
3 If you selected only one file, you can modify its name directly
4 If you selected multiple files, you can rename them using wildcards. *
stands for all remaining characters, ? for a single character. Example:
*.bak renames the extension to .bak, and leaves the name unchanged.
5 Press ENTER to rename the file(s).

Q: How do I rename a lot of files?
A: You can use the multi-rename tool like this:
1 Select the files you want to rename, either with Insert, or the mouse, or
with the Plus key on the numeric keypad
2 From the "Files" menu, choose "Multi-Rename tool"
3 Now you can use placeholders in square brackets to build your new name.
For example [N] means the name of the file (without the extension), [N1-5]
means the first 5 characters of the file name, [C] means a counter, etc.
4 You can use the buttons to insert common placeholders
5 The file list below the buttons show the rename result in real time,
without actually renaming the files!
6 With F1 (Help), you get a detailed list of all placeholders
7 When you're satisfied with the results, click "Start!"
8 If you made a mistake, you can click on "Undo". This even works after
closing and re-opening the rename tool!
