file missing on start up

I just opened a new Dell E510 and plugged it in for the first time. Windows
"hangs" during the status bar screen with the Windows logo in the back
ground. I restart and it goes into the "choose start up screen". I pick
"goto last known configuration" and it tells me that i am missing the file
\WINDOWS\SYSTEM32\CONFIG\SYSTEM. I have spent an hour on the phone with tech
support and have got nowhere. Any ideas? Thanks for any help.

Note that the link Will gave is not recommended for OEM versions of XP.
If you are able to get the system running the bigger issue is why is
this happening on a new system. Here is a link to help troubleshoot

Since it's new you might want to consider sending it back.
 
Where did you get the operating system from?

From Dell site:
Note: Dell does not support non-Dell installed operating systems.

Cancel the item on your charge account ASAP. Then return the unit to the
seller.
