File Locking Issue

When I work in Windows XP's File Explorer, I can delete some files in
a folder, but the folder itself won't be deleted (pause then the
message saying "it's in use" or some such thing.

The only resolution that comes to be able to delete the folder is to
reboot. Is there a way to fix this?

Look at http://www.gibinsoft.net/gipoutils/fileutil/ Not free, but reasonable, it works, and there's a free trial.
