I receive files that I would like to attach a subject to, put in any folder
on my PC and call up all files that have the subject I types in. For example
lets say I have 40 articles I call baseball located in different folders on
my PC is there a software package that if I named all of these articles
baseball I can type baseball into a search engine and all these articles will
come up with the ability to access. It is really an organizational type
software. Does Windows have this functionality even? Thank you for your
help.

Just use windows explorer: Type baseball into the search window,
choose the drive/s or my computer you want it to look in, and
click OK. It'll find every instance of anything with "baseball"
in the name, for the drives you told it to look in.

Pop

And from the search results you can do any file action you want ( open
folder containg file, rename, delete, open ...)
