"File In Use" message when not in use

When I try to open an Excel 2003 workbook I sometimes get
a dialog box that says the File Is In Use by a user on
the network even though no one has it open. I have to
restart my computer to get the file to open. Any ideas
why this happens?

This happens to me, too. There is a certain amount of
time you have to wait, usually for the server to free up
the issue. Sometimes if the network is really busy it can
take 15 minutes. Dan
 
If Tom's solution does not work then it may be what my firm experienced when
we got new XP computers. When opening a file in explorer over the network
we would get an error saying that it was in use and it would only open Read
Only, after which it would remain Read Only, (without 'Read Only' being
checked in properties), until you re-booted. It proved to be a problem with
the application and explorer both checking the file at the same time.

I have seen this happen following an Excel crash -

Sometimes when Excel crashes, the process is not completely stopped.
The next time you try to open a sheet that was open when it crashed,
you may get this message. Close all Excel windows, and check your
task manager. If you see Excel in there, kill it, and your file
should open normally. (This may have happened on someone else's
machine on a networked file; check whichever machine shows up in your
error message)
